It's not illegal if you get the right permits. I don't know what hoops you have to jump through but I know it is possible. I have a few friends who are into astronomy and are involved in amateur astronomy clubs who have imported them. Im not too sure how you would go about getting the more powerful lasers for bore sighters. I'm sure the wlb would have all the info though

Any laser over 1mW is banned in Australia. You can apply for a permit to import them if you are into astronomy but I'm not 100% sure on how you go about that
